ADVISORY COMMISSION ON RAKHINE STATE 63. The Government should actively combat all forms of hate speech, in particular when directed at ethnic or religious minorities. The Government is the guarantor of civic peace and should ensure that Myanmar has a robust legal framework to this end, and forcefully prosecute those who incite ethnic or religious hatred. 64. Religious leaders – Buddhist, Muslim, Christian and others – should actively support the Government’s agenda to combat hate speech and racial/religious discrimination.
