42 Global Recommendations on Nationality and Statelessness 42 in the Context of Climate Change PART B 7. GLOBAL RECOMMENDATIONS | Recommendation 1 Global Recommendations on Nationality and Statelessness in the Context of Climate Change PART B 7. GLOBAL RECOMMENDATIONS | Recommendation 1 7.4 Identification of stateless persons and persons without a recognized nationality status through national census exercises or targeted government surveys may also be needed where these groups have not already been enumerated, and should also capture basic demographic information on these groups.50 7.5 Identification is also imperative to ensure that the unique needs of stateless persons and communities are understood and incorporated into inclusive policies, plans, and programming for climate change mitigation, adaptation, and responses to loss and damage, including humanitarian or emergency preparedness, response and recovery from climate-related crises. 7.6 For additional information on the identification of stateless persons, please also refer to UNHCR’s Global Action Plan 2.0, Action 10: Improve quantitative and qualitative data on stateless populations, the International Recommendations on Statelessness Statistics and the UNHCR Quick Guides on Researching Statelessness. I. Identify I. Identify Recommendation 1 7.3 Identification of stateless persons and persons without a recognized nationality status may occur as part of risk, vulnerability and needs assessments in certain geographic areas and among populations that are exposed and/or impacted by climate-related hazards. 43 Implementation: 7.7 To implement Recommendation 1, States can: •Ensure identification exercises (including censuses and surveys) that are used to inform the development of climate mitigation, adaptation and loss and damage response plans, disaster risk reduction strategies and emergency preparedness, response and recovery plans, include all persons residing in a State’s territory regardless of their nationality status. Ensure that such counting exercises are updated on a regular basis. Ensure data gathered is disaggregated based on age and sex and other relevant characteristics, while ensuring compliance with the right to privacy and applicable data protection standards and safeguards against discrimination, or stigmatization. •In the case of identifying border-dwelling, nomadic or semi-nomadic populations, establish bilateral or multilateral government taskforces to ensure that identification exercises are completed comprehensively and are accompanied by explicit safeguards to ensure compliance with the right to privacy and applicable data protection standards. •Adapt survey instruments to identify the specific needs and risks faced by stateless communities and persons without a recognized nationality status in the context of climate change (e.g., lack of identity documentation, less economic resilience due to exclusion from formal labour market, higher risk of ill health or death due to lack of access to public health services).
