Description: This report examines the key challenges Syrian refugees face in Jordan, Lebanon, and the Kurdistan Region of Iraq when accessing civil documentation and housing, land, and property (HLP) rights. Women are particularly affected, facing additional barriers to claiming property and inheritance rights due to administrative obstacles, customary norms, and risks of violence. Drawing on legal analysis and extensive field research —including over 30 focus groups and interviews with around 170 stakeholders — the report provides a clear overview of refugees’ realities and suggests ways to address these gaps.
