SOLVING STATELESSNESS on ‘Identification, Prevention and Reduction of Statelessness and Protection of Stateless Persons’ (ExCom Conclusion 106),63 which confirms the need for UNHCR to: • work with governments to identify stateless populations and populations with undetermined nationality; • prevent the occurrence of statelessness; • reduce statelessness, particularly in protracted statelessness situations; and • work with States and partners to protect and assist stateless persons. Since 2006, UN General Assembly resolutions have emphasised these four aspects of UNHCR’s mandate: identification, prevention and reduction of statelessness and protection of stateless persons.64 The years following 2006, saw a marked increase in attention to statelessness by UNHCR in accordance with the four elements of its mandate. The development of key doctrinal guidance relating to the definition and status of a stateless person, the promotion of accession to the two UN Statelessness Conventions, the dissemination of practical tools such as good practices papers, the 2011 Ministerial meeting which saw an unprecedented number of States pledge to address statelessness, and the strengthened engagement with States and civil society are a few examples of the heightened level of activity by UNHCR and the international community.65 On 4 November 2014, building on the increased international awareness and momentum around addressing statelessness, UNHCR launched the #IBelong Campaign to End Statelessness within 10 Years66 (#IBelong Campaign). A Global Action Plan (GAP)67 sets out a framework for achieving this objective through ten practical Actions to be undertaken by States with the assistance of UNHCR and other stakeholders.
