South Asia State of Minorities Report 2019 v. Pan-India NRC: • Abolish plans for all-India National Register of Indian Citizens (NRIC), relying • rather on the existing biometric national registration system that already documents the entirety of the Indian population. Stop work on National Population Register (NPR), the first steps to NRIC. For the international community: • Encourage India to enforce its international obligations on refugees and asylum-seekers and citizenship, by codifying these in domestic legislations, case law and programmes. • Encourage India to revoke the discriminatory CAA 2019, and replace it with an inclusive refugee law, that is founded on India’s signing the refugee and statelessness conventions and protocols. • Support India to resolve the conditions of uncertainty created by NRC in Assam, by providing opportunity for effective appeals for those excluded, and ensuring that no one is left at risk of statelessness. • Provide technical assistance and training to Indian authorities towards creating an inclusive refugee and asylum framework, and non-discriminatory citizenship regime. • Hold India to account in international fora on its treatment of refugees, and its role in disenfranchising citizens and creating statelessness. 64
