ANNEX 1 . 115 MI 12.3: Interventions assessed as having strengthened the enabling environment for development Score MI Rating N/A MI score N/A MI 12.3 Analysis Source document Evaluations highlight key sustainability challenges facing the Agency. Particularly in light of the challenging environment for development. Three evaluations provide information about the effect of interventions on the enabling environment for development finding mixed results overall. • The Evaluation of the Office of the United Nations Relief and Works Agency for Palestine Refugees in the Near East identifies instances where sustainability goals were overtaken by the need for recurrent maintenance given the context of recurrent destruction. • The Evaluation of the Transition to E-Cards identifies missed opportunities to partner or learn with other humanitarian actors (who are also using cash), which would support the sustainability of interventions and support the enabling environment for development, particularly in attracting donors. • The Gender Initiative Evaluation suggests more positive results with a contribution to the enabling environment for development by supporting gender mainstreaming in CBOs.
