Action 1. Resolve major situations of
statelessness
In Malaysia, in a notable judicial development, on
26 November 2025, the Court of Appeal of
Malaysia ruled that six stateless individuals
spanning three generations of a family in Perak
are Malaysians under the Federal Constitution.

On 1 July, the Vietnamese Nationality Law was
amended and enforced to include clauses that
facilitate the reacquisition of nationality for
individuals who had to renounce their Vietnamese
citizenship in order to acquire a new one. This
amendment is particularly important for stateless
