Description: Few of the issues at the heart of the Ivorian war—anti-immigrant feeling in the face of an economic recession, competition for resources, and the manipulation of ethnic loyalties for political gain—are unique to Côte d’Ivoire. However, the manner in which successive ruling Ivorian politicians have addressed these issues has been at best, shortsighted, and at worst, has led to serious and sometimes systematic abuses against civilians. While civilians throughout the country—and the region—have suffered directly and indirectly from the eight-month-old civil war, residents of western Côte d’Ivoire have been the main targets of killings, rape and other acts of violence committed by a variety of perpetrators. These include several massacres by both the government and rebel forces.
