One-third of those polled (33 percent) reported not having been able to obtain proof required for registration. Some also cited ignorance and complexity of the procedure and its cost: 30 percent of those without registered citizenship reported being ignorant of the procedure; 15 percent claimed the procedure was excessively costly; and 11 percent felt the procedural requirements were too complicated.
