10 Actions to End Statelessness WHAT ARE THE OBSTACLES TO IMPLEMENTING THIS ACTION? • • Baseline population data is incomplete and progress is difficult to measure because many of the individuals referred to in this Action are completely undocumented and therefore do not appear in any existing statistics. Because of the systemic nature of some of the problems leading to low levels of birth registration, they can be costly to solve.
