mechanism to facilitate applications for Syrian citizenship by maktumeen Kurds from
Hassakeh governorate who are currently residing outside Syria.
V.
Building on Decree No 13, further acknowledge and address the historic injustices of
statelessness caused by the 1962 Exceptional census in Hassakeh governorate.
Comprehensively integrate addressing the impact of the 1962 census, gender
discrimination in the nationality law, and other cases of disadvantage caused by Syria’s
former citizenship regime, within the ongoing transitional justice processes.
VI.
Consider options for Palestinian refugees in Syria to access Syrian citizenship, through
inclusive consultation with all parts of the Palestinian community and relevant legal
experts, and in a manner sensitive to the diversity of perspectives within the community,
without prejudice to their right of return to Palestine. In all cases, ensure that Palestinian
refugees in Syria have full access to civil rights. Pursue efforts to ensure stateless Syrians
and Palestinian refugees from Syria wishing to return to the country to do so. Additionally,
refrain from expropriating houses in Yarmouk camp, and instead facilitate unhindered
access to the camp for returnees.
VII.
Accede to the 1954 Convention Relating to the Status of Stateless Persons and the 1961
Convention on the Reduction of Statelessness and lift reservations on Article 9(2) of
CEDAW.
