Report of the Special Rapporteur on the situation of human rights in
Cambodia*
Summary
Cambodia has now published its localisation plan for the UN sustainable development
goals, a plan which reflects the Government’s Rectangular Strategy IV and links to the
forthcoming National Sustainable Development Plan. Building on the analysis on the
sustainable development goals in the 2019 annual report of the Special Rapporteur, this
addendum draws together the findings of previous reports 2016-2018 and country visits
which focussed on identified vulnerable groups in Cambodia. This addendum seeks to further
understanding of which groups may be at risk of being left behind during Cambodia’s current
development.
The final recommendations include enacting a general law prohibiting nondiscrimination on a wide range of grounds, and ensuring this is implemented across public
and private sectors. Supporting policies may require to ensure the prohibition on
discrimination becomes a reality.
