40 Global Recommendations on Nationality and Statelessness in the Context of Climate Change PART B 7. GLOBAL RECOMMENDATIONS Global Recommendations on Nationality and Statelessness in the Context of Climate Change PART B 7. GLOBAL RECOMMENDATIONS | Recommendation 1 Global Recommendations Recommendation 1 Identify and enumerate stateless persons and persons without a recognized nationality status in national counting exercises that are used to inform development and humanitarian policies, plans and programming, including for climate change adaptation, disaster risk reduction, and emergency preparedness, response and recovery (also relevant to Recommendation 3 under Protect). This Recommendation is relevant in contexts where there are: — Stateless persons and/or persons without a recognized nationality status in their own country; and — Stateless persons and/or persons without a recognized nationality status outside their own country. Context: 7.1 For countries to ensure that stateless persons are included in their planning and responses to climate change, they need to recognize the existence of stateless populations and persons without a recognized nationality status46, and understand their specific needs. The identification of stateless persons is an essential first step to ensuring that their rights are protected.47 This is particularly important as many States still do not report or count stateless populations in their national enumeration exercises, have only partially counted stateless populations, or have not updated their data on stateless populations for many years.48 7.2 Identification exercises should also include persons without a recognized nationality status, potentially including border-dwelling populations, nomadic, and semi-nomadic populations such as sea-faring groups. These populations are often overlooked or omitted from surveys and censuses. Additional cooperation between States might be required to ensure that they are accounted for comprehensively.49 I.
