viduals are forced to seek their shelter in the sparse landscape of rocks. Unable
tofindrecognitionwithinaStateortheStatesystem,individualsareforcedto
find shelter in nature, but to do so not in a state of nature, but in a world of
States. This turns liberal justifications of the State on their head, challenging
their legitimacy and forcing us to rethink the role of noncitizenship in a liberal
State.
