This report summarises the outcomes of a three-day conference held in Berlin in November 2025, which brought together over 100 participants, including people with lived experience of statelessness. It highlights ongoing challenges across Europe, such as denial of rights, inconsistent identification procedures, and discrimination affecting groups including children, Roma communities, and Palestinians. The report outlines how participants shared expertise, built partnerships, and explored community-led and innovative approaches, including digital tools. It identifies strengthened networks, increased capacity, and a commitment to rights-based advocacy centred on lived experience, alongside priority actions such as increased funding, improved coordination, and stronger efforts to support identification and protection of stateless people.
