Introduction
In a world comprised of States, the problem of statelessness remains a glaring anomaly that has devastating
impacts on the lives of millions of people around the world who live without a nationality.2 In 2014, UNHCR
launched an ambitious ten-year #IBelong Campaign to End Statelessness accompanied by the Global Action
Plan to End Statelessness: 2014-2024 outlining ten key actions to eradicate statelessness, which has helped
States shape their responses and prioritize essential actions to address statelessness. Additionally, the document
has also guided many States in the development of National Action Plans and in developing targeted strategies
and achieving specific country-level goals and milestones.
To address evolving needs, UNHCR has reviewed and updated the Plan, resulting in the Global Action Plan
to End Statelessness 2.0 (Global Action Plan), developed in consultation with key stakeholders.3 This updated
Plan aligns with the 2030 Agenda for Sustainable Development.4 With strong leadership and effective
implementation of the Global Action Plan, statelessness can be eradicated, ensuring that everyone enjoys their
right to a nationality.
THE GLOBAL ACTION PLAN INCLUDES ACTIONS TO:

statelessness;

prevent new cases of
statelessness from emerging;
•
better identify and protect
stateless persons.
