3 INTERNATIONAL AND REGIONAL LEGAL INSTRUMENTS ON STATELESSNESS MEĐUNARODNI I REGIONALNI PRAVNI INSTRUMENTI O BEZDRŽAVLJANSTVU The first significant step towards identifying statelessness took place with the 1954 Convention.14 The United Nations have called the 1954 Convention the “cornerstone of the international protection regime for stateless persons”.15 The 1954 Convention provides the definition of a “stateless person” and the foundation of the international legal framework to address statelessness.16 This newfound status extended specific rights to stateless persons, most notably, the issuance of identity and travel documents. The next significant development was the 1961 Convention,17 which focuses on a strategy for eliminating statelessness and mandates signatory states to respond to statelessness and to not arbitrarily deprive persons of nationality.18 12 Prvi značajan korak prema utvrđivanju bezdržavljanstva bila je Konvencija iz 1954.14 Ujedinjeni narodi nazvali su Konvenciju iz 1954. „temeljem međunarodnog pravnog režima za zaštitu osoba bez državljanstva“.15 U toj je Konvenciji utvrđena definicija „osobe bez državljanstva“ kao i temelj međunarodnog pravnog okvira za rješavanje problema bezdržavljanstva16. Zahvaljujući tom novom statusu, na osobe bez državljanstva proširila su se određena prava, osobito pravo na izdavanje osobnih i putnih isprava.
