Annex VII Expected progress in the registration completeness Assuming the implementation of the activities in the strategic plan in accordance with the schedule, the expectation is that countries will make progress in the registration rates of birth and death between 2016 and 2021. All countries were classified based on their registration completeness rates in 2016 into four categories, separately for birth and death: (a) Less than 30 per cent; (b) 30-60 per cent; (c) 60-90 per cent; (d) 90 per cent or more. The completeness rates in 2016 were calculated based on data provided by countries in the 2016/17 Africa Programme monitoring exercise and supplemented by additional data sources (Statistics Division, Demographic Yearbook and United Nations Population Division) in case of incomplete data. If the country did not submit the questionnaire or the data submitted in the questionnaire were considered not conclusive, the country was classified on the basis of the completeness data available from the Statistics Division. Lastly, if, for a given country, data were not available from either the monitoring form or the Statistics Division, the country was classified into the category of less than 30 per cent.
