Include arbitrary deprivation of nationality, statelessness risks, and the
treatment of affected communities as standing agenda items in ministerial and
FCDO engagement with Kuwaiti counterparts
On account of its human rights record, including in relation to the mass, collective and
arbitrary stripping of citizenship, EU member states that are members of the Human Rights
Council, and the UK:

TO
Should advocate the participation of other Asia Pacific states and an open,
competitive, slate in respect to the election for regional representation at the
Human Rights Council (in respect to all regions). If the Asia Pacific regional
slate remains closed, the UK and EEAS should not vote for Kuwait in order to
reflect international concern over the conduct of the government and its
legitimacy in terms of representing international human rights standards.
THE
OHCHR and UNHCR
In light of the longstanding challenge of statelessness represented by Kuwaitʼs stateless
Bidoon community, along with the impact of the 2024-2026 citizenship revocation campaign
and its impacts, bearing in mind the indivisibility of the human rights framework, our
organisations call on the OHCHR to:
01
Organise a meeting of the Human Rights Council Advisory Committee,
including, as needed, state and civil society participation, to address
generalised, but in particular, Kuwaitʼs chronic disregard for core elements of
its human rights obligations, whereby the HRC issues, pursuant to paragraph 78
of section (C) Functions, of its foundational resolution, “specific guidelines for
the Advisory Committee” so that the latter may, in turn propose (under
paragraph 76) “advice [on the] promotion and protection of all human rights”.156
02
Publicly acknowledge that the structure and character of the GoKʼs chronic
violations in respect to nationality, and its impact on the indivisible character
of the international human rights regime has not adequately, as required under
paragraph 87f - addressing admissibility for a complaint to the HRC -“already
[been] dealt with by a special procedure, a treaty body or other United Nations
or similar regional complaints procedure in the field of human rights”; and that,
as per paragraph 87g “Domestic remedies have been exhausted”.157
03
Propose the creation, for a limited time, a working group or other body that
reports to the High Commissioner and/or to the HRC itself, in respect to the
current human rights impact of statelessness and citizenship stripping, building
on dedicated HRC assessments of statelessness in 2013 and a 2023 resolution as
well as assessing the impact of state reporting on statelessness in the third
cycle of the UPR.158
04
Build upon the September 2025 visit by the Special Rapporteur on Violence
against Women and Girls to Kuwait by pressing for a similar visit by the
Special Rapporteur on minority issues.
