Summary Recommendations to the GoK :
•
End statelessness in Kuwait by 2030, ensuring that no person in Kuwait can be
considered, under international standards and practice, as stateless;
•
Proactively work with UNHCR and civil society to develop and implement a
concrete programme for ending statelessness;
•
Immediately suspend the revocation of citizenship until the Nationality Law be
aligned with international human rights standards and international best
practice, including by working with the OHCHR and UNHCR in order to ensure
compliance;
•
Ensure that those affected by citizenship revocation can fulf ill their basic
needs, such as education, healthcare, housing, the right to dispose of their
personal bank accounts, manage proper ty, and obtain identity and travel
documents; and
•
Reinstate the nationality of all those whose citizenship the government
revoked in the absence of an independent or effective review and due process.
Methodology
Contributing organisationsʼ researchers and the team involved in f inalising this
initiative primarily based this repor t on f ive sources of information:
1. The contents, f indings and impact assessment set out in 38, mainly womenʼs
testimonies, of varying degrees of comprehensiveness, including over 10 indepth interviews;
2. Our assessment of the legal framework, including Kuwait ʼs international
obligations as a state par ty to binding treaties, soft law - that is, agreements,
principles and declarations developed and issued by UN bodies that are not
treaty law but which reflect international best practice - and Kuwait ʼs domestic
laws and procedures;
3. A discourse analysis based on over a year ʼs study of media repor ting on the
issues under consideration, as well as government statements, including on
social media;
4. Group engagements, including webinars and workshops, such as one held by
SALAM DHR in June 2025 and 14 August 2025, which NASI organised as an open
and a public “Space” session on X (formerly Twitter). Between 5500-6000 users
of the X platform were active listeners, while 290 thousand people tuned in
overall. 10 The event precipitated receipt of scores of testimonies, only a few of
which are used in the text below; and
