MAPPING OF THE POPULATION AT RISK OF STATELESSNESS IN ALBANIA
nationality and are not registered in the Albanian registry, it serves as a preventive step against the risk
of statelessness.
The authors of this report find the Socrates Project worthy of both praise and investigation as to scalability. It will probably help to prevent new cases of statelessness and respond to existing ones. Furthermore, an assessment of the actual situation is necessary for all the relevant ministries to address
the gaps in the system. The only remark that we would like to make is related to the need for stronger
cooperation between public institutions and NGOs. For instance, we discovered that 49 of the children
reported by the Ministry of Education were also collected by our study — thus the same work was done
twice due to lack of coordination. Working together could save time and resources, which in turn could
make the life of another unfortunate person better.
