While UNHCR recognises the instances of stateless cases in Ireland appears to be relatively low it is important
to ensure that data is gathered and recorded to have an accurate picture of the situation. Inconsistency in the
recording of statelessness within the international protection process and a lack of other data sources with the
capacity to indicate statelessness means that the true extent of statelessness in Ireland is uncertain. Having
considered the available data sources and having consulted with the various authorities as to how such data is
compiled, it is reasonable to conclude that there is an absence of reliable data on potential cases of statelessness,
such that the extent of statelessness in Ireland cannot be identified accurately. Mapping the extent of statelessness
within Ireland is essential in order for the Irish authorities to effectively respond to statelessness. Action 10 of the
Global Action Plan to End Statelessness: 2014-2024 calls upon states to improve quantitative and qualitative
data on stateless populations.108 UNHCR has also produced a useful guide on how states and other actors can
effectively research statelessness at the national level which may be of assistance in this process.109
