IV. RECOMMENDATIONS For the government: 1. Fully restore Dominican nationality for all people born in the territory before January 26, 2010, given that they were and are citizens according to the Constitution in force at the time of their birth. 2. Proceed to naturalize all descendants of Haitian migrants who were registered in a timely manner and who, by operation of Law 169-14 (Group B), are entitled to naturalization after two years of obtaining migrant status. Cease all practices obstructing the proper implementation of the Law. 3. Under Law 169-14, issue identity documents to all people from Group A and cease the practice of transcription. 4. Identify naturalization procedures for the 11,000 persons who were biometrically identified after the conclusion of the registration period of Law 16914. 5. Adopt flexible measures for the renewal of regularization cards, within the PNRE framework, while working to ensure the sustainability of the Plan. Continue to implement flexible civil registration measures, such as late filings without fines during the pandemic. 6. Consider establishing a government-civil society working group to evaluate the individual cases of people excluded from the Civil Registry who are receiving legal accompaniment and assistance from NGOs. 7. Promote the cross-checking of updated information on the Group A beneficiaries of Law 169-14 who have received ID and electoral documents, with other state databases such as SIUBEN, in order to guarantee the inclusion of those who meet the vulnerability criteria established in the relevant social protection programs. 8. Offer vaccination to all people residing in the country, independently of their documentation status, to contain and control COVID-19. Consider, if necessary, the strengthening of the use of the COVAX Facility already underway to reach all people residing in the national territory. 9. Facilitate legal channels to ensure access to nationality solutions, based on non-discriminatory policies and practices (SDG 10.3), guaranteeing that the government promote more inclusion of Dominicans affected by Judgement 168-3 in social protection programs to address the present and future consequences of COVID-19. 10. Strengthen the Civil Registry (SDG 16.9) to achieve universal birth registration. Strengthen vital statistics systems by including key questions and proxy variables in the Census questionnaire scheduled for 2022 in order to produce more accurate information on the documentation and socioeconomic conditions of the various groups that reside in the country. 11. Accede to the Statelessness Conventions of 1954 and 1961, paving the way for the development of a national legal framework to prevent and reduce statelessness.
