which Decrees 262-20 and 297-21 will be applied.
The Executive Branch should proceed to authorize
the naturalization of the rest of those registered in

For International Organizations:
13. In the development plan for the border region, include efforts to strengthen institutions with the
mandate to guarantee the rights to identity, health,
and social protection.
14. Continue collaborating with NGOs to deliver humanitarian aid to groups of migrants and stateless
persons who may be excluded from the official
measures to mitigate the impact of the pandemic,
advocating for the just and necessary inclusion of
these segments of the population within disaster
risk reduction plans for both natural and healthrelated disasters.
15. Continue collaborating with the government in the
improvement of its social protection regime, with a
view to making it more inclusive of the people who
are most in need, notably the people affected by
the slow implementation of Law 169-14.
16. Continue collaborating with the government in the
strengthening of the Civil Registry, on condition
that all financial or technical contributions be used
respecting the principle of non-discrimination.
For Civil Society Organizations:
17. Continue working with key actors to facilitate access to hard-to-reach groups in the context of the
COVID-19 response.
18. Redouble awareness-raising efforts with these
groups to overcome any vaccine hesitancy. In particular, work with older adults and people with low
levels of education within the groups of migrants
and their descendants, in order to create a less
hostile environment for vaccine compliance.
19. Follow up on the Central Electoral Board’s proposal
to modify the Civil Registry, circulated in February
2021, on the understanding that it is appropriate to
implement change as long as it is done on the basis
of non-discrimination.
