on human rights issues.
Human Rights Watch also wrote to Prime Minister Daniel Kablan Duncan on August 21,
detailing the report’s main findings and asking for an official government response (see
Annex I). On September 13, Justice Minister Gnénéma Coulibaly responded on behalf of the
government. Human Rights Watch has incorporated many of the government’s answers
into the report body and has included the entire response in Annex II.
