GLOBAL APPEAL 2025 EXECUTIVE SUMMARY I FINANCIAL REQUIREMENTS A whole-of-organization approach to engagement and resource mobilization will continue to be encouraged, insofar as available human resources permit. This is important to explain the needs that UNHCR is trying to address, as well as the impact of its interventions which are made possible by the support of donors. In this context of resource constraints, UNHCR will continue its efforts to reassure donors about the integrity of its systems and the continued drive for efficiencies and innovation. At a time when there are not enough humanitarian funds to go around, an increase in the quality of funding will at least help to facilitate a more equitable and needs-based allocation of available funds. UNHCR will continue to advocate for this, given that the expectations of transformative change as a result of the Grand Bargain have yet to be realized, despite some progress observed in the past years. One important entry point in the pursuit of quality funding is the multi-stakeholder pledge on Quality Humanitarian Funding for Refugee Situations which was made by ten donors1 during the 2023 Global Refugee Forum (GRF). In line with Grand Bargain commitments, this pledge commends the generous ongoing contributions from current donors of quality funds and encourages their continued, long-term commitment to providing UNHCR with at least 30% of their annual humanitarian support in unearmarked funds or at least 50% in flexible funds by the next GRF in 2027. The pledges are also encouraged to be multi-year and disbursed in the first quarter of the year. UNHCR will continue to support donors in fulfilling these commitments, as well as in expanding the list of those making pledges. 1 Belgium, Denmark, Finland, Iceland, Ireland, Republic of Korea, Kingdom of the Netherlands, Norway, Sweden, Switzerland.
