GLOBAL APPEAL 2025 EXECUTIVE SUMMARY I FINANCIAL REQUIREMENTS IMPACT AREA 1 | ATTAINING FAVOURABLE PROTECTION ENVIRONMENTS The budget for Impact Area 1 amounts to $2.591 billion, or 25% of the budget, a decrease of $78.7 million, or 3%, compared to the 2024 budget1. UNHCR will strengthen protection by improving legal frameworks and access to documentation, territory and asylum, and address protection risks. Humanitarian crises demand swift and effective responses, and UNHCR stands at the forefront, delivering life-saving protection and assistance to millions of forcibly displaced and stateless people. It covers life-saving activities, responding to genderbased violence, providing core relief items and cash assistance, and developing preparedness capacities. Despite the increases in West and Central Africa ($7 million) and southern Africa ($2.8 million), a net decrease of $587.4 million, or 12%, is planned compared to the 2024 budget.
