GLOBAL APPEAL 2025 EXECUTIVE SUMMARY I FINANCIAL REQUIREMENTS
Regional response plans in 2025
The 2025 Regional Response Plans (RRPs) are
inter-agency planning, coordination and fundraising
tools developed under the leadership or
co-leadership of UNHCR to support host
governments to protect and assist refugees,
returnees and the communities that host them, as
well as other relevant populations.
Aligned with the Global Compact on Refugees, the
RRPs are structured yet adaptable frameworks for
delivering effective responses in emergency and
protracted refugee situations, and adopt a “wholeof-society” approach, emphasizing inclusivity and
partnership with diverse stakeholders such as
NGOs, local and national organizations, UN
agencies, and the private sector. Continuing
concerted efforts are placed on localizing responses
and empowering community-based initiatives to
ensure sustainability of the response and that it
responds to needs expressed by communities.
Activities included in RRPs or HRPs are not
additional to those included in UNHCR’s budget, nor
are they duplicative. They are simply elements of
UNHCR’s budget expressed within a different
framework to the Global Appeal to show
complementarity among all interagency partners
working in a country or regional response framework
coordinated and led by UNHCR for refugee
emergency situations (from the onset of an
emergency to more protracted situations) and are
expressions to operationalize UNHCR’s
responsibilities under its refugee coordination
mandate and in line with the Refugee Coordination
Model.
23 UNHCR GLOBAL APPEAL 2025
All interventions are guided by an age, gender, and
diversity lens to address the specific needs of
affected populations. The plans also integrate
climate resilience strategies, recognizing the
escalating impact of climate change on
displacement. Cash-based assistance continues to
be prioritized where best suited, while in-kind
support will continue where needed.
Central to the 2025 RRPs is the commitment to
enhancing resilience and social cohesion
systematically. Initial emergency responses are
designed to embed medium- and long-term
interventions focused on refugee inclusion and
self-reliance, where possible. As the humanitarian
needs evolve, the RRPs aim to progressively
integrate these objectives into national development
plans and UN Sustainable Development
Cooperation Frameworks, engaging development
and peace actors from the start, adjusting the
coordination structure and promoting the transition
from life-saving assistance to sustainable
programming. The RRPs will scale down as national
systems take over, ensuring that the response
remains coherent and aligned with evolving needs
and maintaining protection accountabilities and
required services.
Ultimately, the RRPs strive to improve predictability
and coordination by aligning with existing regional
frameworks, leveraging local platforms, and avoiding
duplication. By reinforcing partnerships and
supporting national capacities, the 2025 RRPs aim to
deliver context-driven responses that benefit both
refugees and host communities, and ensure that
they are meaningfully participating during all phases
of the response cycle.
