Stateless people, often denied basic rights like education, healthcare, and legal recognition, face barriers to development and participation. Accurate data is crucial, yet difficult to collect, with UNHCR estimating at least 10 million stateless people globally. NORCAP and Statistics Norway deployed experts to Kenya to study stateless populations, including the Pemba, many of whom have lived in Kenya for decades without citizenship. Surveys and collaboration with local authorities aim to resolve their status, improve government services access, and create a model for future data collection on stateless groups.
