This publication guides policymakers, practitioners, and development partners on making identification systems inclusive of stateless people as digital ID expands globally. It highlights risks of exclusion or further marginalisation due to legal and documentation barriers, which limit access to rights and services. Recommended measures include improving enrolment processes, strengthening birth registration, ensuring data protection, and aligning laws with international standards to prevent and reduce statelessness. These steps support the goal of legal identity for all (SDG 16.9) and aim to prevent and reduce statelessness during digital transformation.
