RECOMMENDATIONS
The people of Gaza cannot wait another day—they need an immediate and permanent ceasefire to
prevent further loss of life and human suffering.
The Government of Israel must abide by international humanitarian law and its obligations under the
Genocide Convention, guaranteeing the protection of civilians, and facilitating full, unimpeded, civilianled humanitarian access across the entire Gaza Strip. The UN Security Council and Member States
share responsibility for upholding international law. UN agencies, donor governments, humanitarian
coordination bodies, and NGOs are responsible for scaling and adapting the response for women and
girls. Civil society actors, especially WLOs, have a vital role to play in ensuring inclusive recovery.
TO PREVENT THE SPREAD OF FAMINE, AND TO ENSURE FULL, SAFE, PREDICTABLE, AND SUSTAINED
HUMANITARIAN ACCESS INTO AND ACROSS GAZA, THE GOVERNMENT OF ISRAEL MUST:
1. Immediately lift restrictions on humanitarian aid entering Gaza. All forms of humanitarian
assistance, including food, fuel, health, water and sanitation, and shelter items must be allowed into
Gaza at levels mandated by humanitarian agencies, with food, nutrition, and healthcare assistance
for the most vulnerable groups prioritized.
2. End all militarized forms of aid distribution. The humanitarian response across Gaza must be
civilian-led, under UN coordination. Distribution mechanisms that violate humanitarian principles,
endanger civilian life, undermine the dignity of civilian populations, or are inaccessible to caregivers,
people with disabilities, or pregnant and breastfeeding women must be replaced by safe, inclusive,
accessible, and humanitarian-led operations.
3. End the targeting of humanitarian and medical personnel and infrastructure. These include
agricultural facilities, water and sanitation systems, food warehouses, and maternal healthcare
services.
4. Remove bureaucratic impediments to humanitarian and UN agencies from operating fully and
safely in Gaza. This includes urgently reversing the ban on UNRWA and rescinding new registration
requirements for international NGOs that restrict their operating capacity.
5. Implement all measures mandated by the International Court of Justice, including orders to enable
the provision of basic services and humanitarian assistance in Gaza, and to act in accordance with
Israel’s obligation under the Genocide Convention.
