Description: This report examines Decree no. 13 of 2026, a new law in Syria which permitted the opening of nationality applications for tens of thousands of stateless Syrian Kurds. For over six decades, Syrian Kurds have been denied legal recognition and access to fundamental rights, but the new decree, issued on 16 January 2026, repealed the official measures of exclusion existing in Syrian nationality law. Combining legal analysis, field work at application centres, and interviews with affected individuals both in Syria and abroad, this report assesses implementation of the new measure, and its ability to address the decades of disenfranchisement caused by the policies that created statelessness.
