program’s outreach.
Note that when working with institutions such as schools and health
clinics, there may be multiple layers of management (from village-level to
district-level), which will require coordinated communications between
paralegals and their supervisors and relationship-building at every level in
order to ensure buy-in and smooth running of an initiative.
A disadvantage of using public services for outreach is that potential
clients may think your program is aligned with the government, and
those who fear or have suffered discrimination at the hands of the state
may avoid your program. If these public institutions are denying services
to those who lack documentation, then they are unlikely to be good
sites for outreach. Identifying informal schools, NGO-run health clinics,
or other private service providers may be useful to reach community
members in need of assistance with documentation.
