Description: This report begins with a discussion about the definitions of the population under this study: statelessness and ‘persons of undetermined nationality’. It also introduced long-standing debates over other related concepts such as ‘de facto stateless persons’, ‘population at the risk of becoming stateless’ and ‘the unreturnable’. Then, it examines the various cases of the population under these definitions. It also seeks to estimate the size of stateless populations by examining the official statistics available in the ROK. Then, it reports their human rights conditions. In conclusion, the authors propose policy recommendations for the statelessness in the Republic of Korea.
