Description: This report begins with a discussion about the definitions of the population under this study: statelessness and ‘persons of undetermined nationality’. It also introduced long-standing debates over other related concepts such as ‘de facto stateless persons’, ‘population at the risk of becoming stateless’ and ‘the unreturnable’.
