On the general issue of protection of civilians, UNOCI reiterated that although they have “been vested with the competence of protecting civilians in imminent danger within their capacity, the primary responsibility to protect civilians rests with the national authorities of Côte d’Ivoire”. Amnesty International is concerned that this official UNOCI answer sheds no light on the deployment plans or protection measures to be put in place, particularly in the west of the country where the FRCI, officially responsible for the protection of civilians, continue to be involved in serious human rights violations, up to the date of finalizing this report (ie 17 May 2011).
