Existing Statelessness determination procedure Draft articles on the protection of Stateless persons and the facilities for their naturalization UNHCR has developed draft articles for regulating the rights and duties of stateless persons who are not refugees, establishing a statelessness determination procedure and providing facilities for the naturalization of stateless persons.29 The draft articles reflect the recommendations from the “Handbook on Protection of Stateless Persons under the 1954 Convention Relating to the Status of Stateless Persons”, the standards developed by the Inter-American System for the Protection of Human Rights (IAHRS), and the best practices of States in the Americas.
