III. COMPREHENSIVE SOLUTIONS 22 UNHCR’s ultimate objective is to support governments in finding durable solutions to enable the millions of refugees around the world to rebuild their lives in dignity and safety. This continues to be one of the agency’s core mandates, in addition to providing refugees with international protection. T he 1951 Convention relating to the Status of Refugees, affirmed by UNHCR’s Executive Committee, encourages signatory States to cooperate in finding durable solutions for refugees. This means that UNHCR and States together are key actors in providing protection and finding durable solutions for refugees. Comprehensive durable solutions have legal, economic, cultural, political, and civil dimensions that need to be addressed so that a refugee, internally displaced person, or stateless person is able to enjoy the same rights as a national. Comprehensive solutions take time and involve many partners, however, and UNHCR has developed multi-year, multi-partner strategies to achieve long-term and sustainable solutions. These comprehensive solutions require collective commitment to addressing root causes of displacement and consideration of a wide range of options and opportunities. Without safe environments, administrative and legal pathways to formal solutions, access to economic opportunities, and inclusion of displaced people in all aspects of social and cultural life, solutions cannot be achieved.
