Background and mandates level, the HCNM has engaged with other international stakeholders, such as UNHCR and the European Commission, to identify concrete actions to address and resolve the lack of civil status registration and documentation in South-Eastern Europe (see Chapter VI). Concrete examples of the fruitful collaboration between OSCE Institutions and UNHCR are given in Chapter VI on advocacy and partnerships, as well as in the good practice examples provided throughout this Handbook. Building on the existing collaboration with several participating States at the national and regional levels, the OSCE and UNHCR will continue their partnership in providing guidance and supporting the efforts of participating States to address statelessness in line with the international legal framework, and OSCE principles and commitments.
