IN AFRICA Preface MIGRATION FOR DEVELOPMENT IN AFRICA Migration; Migration and Trade; and other Cross-Cutting issues, the revised framework reflects the current migration dynamics in Africa, and offers a strategic framework to guide Member States and RECs in the management of migration. The Plan of Action annexed to the MPFA (2018 – 2030) documents activities that will be undertaken by the AU Commission during the period to facilitate the coherent management of migration on the Continent within the framework of the new MPFA. Focusing on specific topics or aspects of the themes that are identified in the MPFA, the plan of action takes into consideration work that is already underway on the continent, seeking to forge synergies with institutions that are working on the identified activities. Taken together the MPFA (2018 – 2030) and its plan of action, the Protocol to the Treaty Establishing the African Economic Community (Abuja Treaty 1991) Relating to the Free Movement of Persons, Right of Residence and Right of Establishment, and the Protocol to the 1991 Abuja Treaty establishing the Continental Free Trade Area (CFTA) signal a commitment to fully utilize and leverage socio-economic opportunities in Africa through mobility management to harness Africa’s development potential. In view of the foregoing, the AU Commission calls upon Member States and Regional Economic Communities to adopt the Migration Policy Framework for Africa in their endeavors to promote migration management and governance in their respective countries and regions.
