Data driving concrete change Several of the ac�ons outlined in the Global Ac�on Plan to End Statelessness have a direct relevance to official sta�s�cs. Ac�on 10 is to Improve quan�ta�ve and qualita�ve data on stateless popula�ons, which has the goal of making quan�ta�ve data on stateless popula�ons publicly available for 150 States, with an interim goal of having quan�ta�ve data for 100 States by 2017. Rwanda Plan of eradica�on of statelessness Rwanda recently made several concrete commitments relevant to eradica�ng statelessness, in line with the Global Ac�on Plan to End Statelessness. As part of its efforts, a Na�onal Statelessness Taskforce has been established and a Na�onal Ac�on Plan 2020-2024 has been developed, which will serve as a roadmap for the eradica�on of statelessness in Rwanda by 2024. A crucial element of the Na�onal Plan is the iden�fica�on of stateless persons and those with undertermined na�onality. In order to tackle this issue, the government is working closely with the Na�onal Ins�tute of Sta�s�cs of Rwanda to include the ques�on of statelessness in the next na�onal popula�on and housing census of 2022. The government has already planned capacity building ac�vi�es in order to sensi�ze those collec�ng data and the general popula�on about statelessness, as lack of an accurate understanding about statelessness may arise as a challenge in the process of data collec�on. The objec�ve is to grant or confirm na�onality for all stateless persons and their descendants living in Rwanda and con�nue to facilitate access to civil registra�on and vital sta�s�cs systems to prevent new cases of statelessness from arising, especially among the refugee popula�on. Kyrgyzstan First country to end statelessness In 2009, UNHCR and its implemen�ng partners conducted pilot surveys to iden�fy the prevalence and causes of statelessness in Kyrgyzstan. Findings of the surveys resulted in the crea�on of an inter-ministerial process to address statelessness, and the adop�on of a Na�onal Ac�on Plan to Prevent and Reduce Statelessness. In July 2019, Kyrgyzstan became the first country to end statelessness on its territory by iden�fying and confirming the na�onality of nearly 14,000 stateless people. 6
