III. STATEMENT OF THE CASE The Petitioners, Boris, Tatiana, Natalia, and Polina Jourbina, are former citizens of Kazakhstan who were recently denationalized. R. at 49-71; 86. They have no country of citizenship. They are Christian and of Chechen ethnicity. After a hearing on the claims for asylum based on ethnicity and religion, the Petitioners accepted voluntary departure from the Immigration Court in New York, New York, on January 25, 1999. R. at 7679. They filed a timely appeal of the decision to the BIA and obtained a stay of their departure from the United States. On July 23, 2002, the BIA affirmed the Immigration Court’s decision.
