Half of the top ten States in terms of relevant recommendations were ones where the main issue was gender equality in nationality laws. However, even for this issue the lack of consistency is striking; of the 27 States which maintain gender discrimination in their nationality laws that affects mothers’ ability to confer nationality on their children, 25 have been reviewed so far and four did not receive recommendations on this subject.48 A similar lack of consistency is shown by other measures.
