these areas in order to understand the extent to which law is followed
in practice.
Ultimately, while resolving the legal status of those who have no access
to citizenship is clearly significant, it is also important to remember that
many of the problems that these three cases point to are longstanding
and highly complex. They are often inextricably linked to broader root
causes of violence, conflict and the mismanagement of State power by
those in positions of authority. Therefore, while there is a need to focus
on the relatively tightly defined legal notion of “ending statelessness”
as put forward in UNHCR’s Global Action Plan, there also needs to
be enhanced engagement by the international community with root
causes of conflict, including broader issues of governance and the
use of State power. The Campaign to End Statelessness, therefore, has
the potential to facilitate and support a broader discussion around
belonging for all those who do not have a State to belong to.
