As many as 59 percent of those at risk of statelessness in informal settlements reported being denied
healthcare. Exceptionally high percentages also cited inability to access social protection and feelings
of being discriminated against, at 41 and 40 percent, respectively, followed by inability to obtain formal
employment, at 31 percent.

Looking at settlement types, the RAE population living in slums (68 percent) and purpose-made settlements,
huts, and container housing were more likely to face difficulties due to a lack of personal documents. The
greatest proportions of individuals vulnerable to these issues were found in Belgrade (81 percent vs the
national average of 56 percent) and Vojvodina (69 percent).
