The author of the communication is Ekaterina Abdoellaevna, who was born in
Uzbekistan on 11 January 1989 and is now stateless. She submits the communication on
behalf of herself and her minor daughter, Y, born on 15 May 2008 in the Netherlands. The
author claims that the State party has violated her and Y’s rights under articles 23 (1), 24 (3)
and 26, read in conjunction with articles 23 (1) and 24 (1), of the Covenant, and Y’s rights
