70 Global Recommendations on Nationality and Statelessness in the Context of Climate Change PART B 8. THE WAY FORWARD Global Recommendations on Nationality and Statelessness in the Context of Climate Change PART B 8 8. THE WAY FORWARD The Way Forward 8.1 The Global Recommendations are intended to support practical, early and adaptable action to prevent new cases of statelessness, reduce existing statelessness, and protect those whose rights are at risk because they are stateless as climate change impacts grow. They underscore the need to integrate statelessness considerations into climate adaptation, preparedness and resilience-building efforts before risks intensify and opportunities for prevention are lost. Implementation, including cooperation and resource mobilisation, will need to proceed at multiple levels. 8.2 Some measures are best advanced through international, multilateral, bilateral or regional cooperation, particularly where cross-border movement, and broader climate and disaster-related processes are concerned. Others can be taken forward through national and local processes that are already underway, including ongoing law and policy reform processes, efforts to strengthen civil registration and identity systems, the implementation of human mobility frameworks, climate action plans, disaster risk reduction strategies, and emergency preparedness, response and recovery measures. The Global Recommendations can thus strengthen coherence across legal, diplomatic, and climate policy agendas. 8.3 Many of the implementation measures set out in the Global Recommendations can be integrated into existing frameworks and administrative practice. This includes incorporating safeguards against statelessness into nationality laws, ensuring universal and accessible birth registration, digitalising civil registration and identity systems, and facilitating access to replacement national identity documentation. Inclusion of stateless persons and persons without a recognized nationality status in relevant planning and response systems continues to be essential. 71
