50 Global Recommendations on Nationality and Statelessness in the Context of Climate Change PART B 7. GLOBAL RECOMMENDATIONS | Recommendation 4 Global Recommendations on Nationality and Statelessness in the Context of Climate Change PART B 51 7. GLOBAL RECOMMENDATIONS | Recommendation 4 Expedite the resolution of all known cases of statelessness, considering the compounding effects of being stateless in the context of adverse climate change impacts. This Recommendation is relevant in contexts where there are: — Stateless persons and/or persons without a recognized nationality status in their own country; and — Stateless persons and/or persons without a recognized nationality status outside their own country. Context: 7.19 Resolving existing, known cases of statelessness through the granting of nationality and associated rights is the best protection against the compounding effects of statelessness on vulnerability to climate change impacts.60 For example, more stateless people are likely to face serious or life-threatening illness or injury due to having limited or no access to public healthcare in a context where there are higher incidences of extreme weather-related diseases and injuries. Stateless people may face increased housing precarity and homelessness due to their poverty and inability to own property in a context of greater scarcity of and more competition over access to water, fertile and habitable land or secure housing. Given that stateless people are more likely to work in the informal economy, or rely on subsistence living, they are more likely to face loss of livelihoods, resulting from climate-related hazards from which they may have little or no support to recover.
