Prior to her appointment to the UNHCR, Gillian served as the President of the Australian Human Rights Commission from 2012-2017. During this time, she oversaw the National Inquiry into Children in Immigration Detention, including stateless children.lxxii Gillian launched the Stateless Legal Clinic in 2021, at a event discussing the importance of addressing and resolving childhood statelessness in Australia.
