Organisations and Individuals I met with / activities engaged in: (a) Meeting: UNHCR USA Anna Greene, Senior Protection Officer, U.S. Protections and Solutions Jenna Froats, Associate Protection Officer The UNHCR USA has a dual mandate on statelessness to both identify and protect stateless people and to prevent and reduce statelessness in America. Working towards this mandate, UNHCR USA has led and supported a number of key projects addressing statelessness. These includes publishing the 2012 mapping study of statelessness in the US entitled Citizens of Nowhere: Solution for Stateless in the U.S. (written in collaboration with Open Society Justice Initiative).cxlvi In 2017 UNHCR USA also published a manual entitled Representing Stateless Persons L-R: Jenna Froats (UNHCR USA), Katie Robertson (SLC Australia) & Anna Greene (UNHCR USA) Before U.S. Immigration Authorities: A Legal Practice Resource from the United Nations High Commissioner for Refugees. The purpose of this manual is to empower immigration lawyers in the United States to recognize when a U.S.based client is stateless and to zealously represent such clients before immigration authorities.cxlvii The UNHCR US has supported the development of United Stateless since the organisation’s founding in 2018. This meeting allowed me to gain an overview of statelessness in the United States, and key measures in progress to help address it, such as the new USCIS Guidelines on Statelessness and the Stateless Protection Act, discussed above. It also provided an opportunity to discuss the mapping study of statelessness in the US (published in 2020), including key learnings as applicable to the Australian mapping study (which I am currently involved in through the Peter McMullin Centre on Statelessness).
